agree Steffen Walter : All good but it just struck me that the three items given in the original (staatliche Willkür, fehlende Transparenz, überbordende Demokratie), or better the 1st two compared to the 3rd, create a contradiction in themselves

rampant democracy

I reckon the sense is of a democracy that goes unchecked, unrestrained, even menacingly.
