Explanation: Working at a University, one of the degree entry requirements for some languages is the "Großes Latinum" which seems to be the equivalent certificate in Latin for what you're looking for. In English, the "großes Latinum" is referred to as the "Latin Prficiency Certificate", so if we substitute 'Arabic' in for 'Latin', this might be a good translation for the "großes Sprachschein in Arabisch".
