Explanation:
It looks like a complicated way of stating the obvious. "aufreissen" can mean "scarify" and that is far too intense for this situation, but actually has a similar root meaning.

It can also mean "break down", which is more applicable. This product may be stripping the wax (Siegellack).More context would be useful.

I would very cautiously offer:

"The problem-free rinse of foam(rinsing of the foam) ensures an instantaneous stripping back to the paint surface."

More context would be useful. If stripping is too harsh for the product, replace stripping back with "return".

What else could the product be doing?
As a non-native German speaker, I would be too cautious to take my car near anything that promises Wiederaufriss. :(
