u drugom slučaju bi bilo: višeslojna strategija vlade. simbolika križa je u tome da se kombinuju horizontalne i vertikalne razine vlasti.

državna strategija


Explanation:
Iz svega što smo do sad predlagali (svevladina, nacionalna, sveobuhvatna) pade mi na pamet da bi to moglo biti to, ali iz nekog razloga nisam mogla dodati comment u postdiscussion pa moram pod answer, ali nema potrebe za bodovanjem jer je ovo zajednički rad :)

svevladin plan.... rijedak izraz, ali eto, sreće se... mislim da se radi o strategiji koja traži "međuresorsku" suradnju, angažman i mobiliziranje svih ministarstava i vladinih agencija, nešto u tom smislu

Microsoft does cross-government deal

The Treasury has signed a cross-government deal with Microsoft that will allow licenses to be transferred across the public sector.

The value of the deal signed by the Office of Government Commerce Buying Solutions agency has not been disclosed. However, the government claims it will save the public sector £75m over five years.

The deal has some similarities with the Enterprise Agreement that Microsoft signed with the NHS in October 2001 and renegotiated in July 2007.

However, there are also some significant differences. The government-wide deal runs for five years rather than three, allows public sector bodies to buy licences for specific products rather than software bundles, and allows licences to be transferred between departments.

skoro bih rekla da bi hrvatski dosta blizak pojam bio (vladina) nacionalna strategija.... nacionalne strategije obično predlaže vlada za pojedine kampanje koje su usmjerene ka dobrobiti cijelokupnog društva ...
