I'm not sure if this is referring to criticism of a product or formal proceedings. The phrase "mise en cause" is used elsewhere in the text to refer to public criticism of the company and its managers. This is from a crisis communications manual; there's not much context, just lists giving examples of warniing signs, types of crises, who's involved, etc.
