“Con testimonio de este particular”, Spanish legalese. A possible rendering into English can be the phrase I suggest in two different versions being the first one closer to the original meaning. “Particular” means here “subject”, “case”, “issue” (asunto, cuestión, caso).

With testimony (or witness statement) of this particular

Testimonio is equivalent to testimony or witness statement which could be a declaration or proof. Different from testigo which is equivalent to witness.
