The secondary school "State Institute of Technical and Scientific Instruction".

Easy to find on the Internet. However, on websites containing English but written by non-English-proficient persons, variations may appear.
(It is somewhat important to mention that it is a secondary school, not a college or university or other post-secondary school.)
