For a screw that crosses a fracture plane to produce interfragmentary compression, the thread must purchase in only the far cortex. A gliding hole is drill in the near cortex.
Special partially threaded cortical, or shaft-screws are also available for this purpose. The drilling procedure is the same, except in softer bone, no gliding hole needs to be drilled.
If the screw that crosses the fracture plane purchases in both cortices, it cannot produce interfragmentary compression.

Explanation:
Purchase here means "grip", so logically it must mean areas (or points) in which the screw is in contact with the bone in question and is able to find purchase (grip onto them, or in this case within them).
Cortical bone is the hard bone forming the bone surface. So for humerus bone fractures, there must be six points in which the screw (screws) grips the cortical bone on either side of the fracture. This is presumably through use of a plate and screw system such as that shown in the second link. (I see your text is in fact about plates, supporting this hypothesis.)
