Could you please help me out with this expression: "least-filled quota"? I know what it means, as I could find several definitions, but perhaps someone knows its proper translation.

Context:

“Least-filled quota utilizes computational logic within the survey to assign respondents to quota groups by always selecting the ordering scheme with the lowest current quota count."
