Mit Vollzug dieser Vereinbarung erklären sich die Parteien als per Saldo aller gegenseitigen Ansprüche vollstandig auseinandergesetzt.

I have found the manings of per Saldo as
1. in net terms
2. in settlement of
3. on balance

In this sentence I am not sure where to relate "als" , with "erklären sich die Parteien (als)" or " (als) per Saldo"

I will really appreciate help in structuring exact English sentence.

The parties declare that upon this agreement having been both concluded and implemented all the claims they have or might have in future against one another shall be deemed settled.
