The two phrases seem to me to be totally unrelated "mise en base" refers to certain options that have now become standard equipment, whereas "mise en tablette" describes the way a seat back can be folded forwards.

So can we conclude that these are two situation a car seat may have, i.e. folded backward (for resting) and forward (for adding space while the seat is not in use)?

now supplied as standard equipment from the first forum post (see below) about Peugeot's 407, I deduce that we're talking about previous optional equipment has been "mis en base" for this year's modèle. On the other hand (see second URL), "mise en tablette" describes the way the front passenger seat's back can be folded forward to extend the flat floor when the rear seats are folded down. see the following discussions:
