The two phrases seem to me to be totally unrelated
"mise en base" refers to certain options that have now become standard equipment, whereas "mise en tablette" describes the way a seat back can be folded forwards.
So Opposed they are?

from the first forum post (see below) about Peugeot's 407, I deduce that we're talking about previous optional equipment has been "mis en base" for this year's modèle.
