Cédula de Carencia Es la que se expide en el caso de obras finalizadas con anterioridad al 1 de marzo de 1987 y que no disponen de cualquiera de la anteriores cédulas. The "anteriores" referred to above are: Cédula de Primera ocupación Es la que se expide cuando se han efectuado obras de nueva planta o de ampliación, otras obras que afecten a la distribución en un 60% de la superficie útil (ya sea modificándola o reconstruyéndola), así como cuando se produce un cambio de uso.
