You might need to insert an explanatory note, but hopefully someone will be able to follow it up. Cédula de Carencia Es la que se expide en el caso de obras finalizadas con anterioridad al 1 de marzo de 1987 y que no disponen de cualquiera de la anteriores cédulas. The "anteriores" referred to above are: Cédula de Primera ocupación Es la que se expide cuando se han efectuado obras de nueva planta o de ampliación, otras obras que afecten a la distribución en un 60% de la superficie útil (ya sea modificándola o reconstruyéndola), así como cuando se produce un cambio de uso.
