We have a housing program for low income families. Families receive housing assistance depending on the bedroom-size unit the family needs. Sometimes a family of 3 will be in a five-bedroom unit so that would be considered as the unit being under-occupied. If the same family were in a one-bedroom unit, they would be overcrowded. I hope this helps.
