Since the text about toilet training autistic children, I think VP means "verbal prompt". I guess in Japanese that would be 言葉指示 or something similar.
If you Google "autism" and "verbal prompts", you will get lots of information on how verbal prompts are used in teaching practical skills to autistic children.
I copied two links at the bottom.
The page at the first links talks about verbal prompts, for hand washing.

: Vertical platform lift = vertical [platform lift], a lift that lifts the platform vertically. I don't think vertical platform lift would be abbreviated as VP, and "vertical platform" doesn't make sense. And why would they need such a lift for the toilet?
