Qui si tratta forse di downward bidding? Ho sempre tradotto tender nel testo. Ma qui vorrei sottolineare l'aspetto economico quindi utilizzerò financial bids. Al ribasso si riferisce a queste bids appunto.

CONTESTO:

Si procederà alla verifica di congruità (o di anomalia) di tutte le offerte che avranno presentato un’offerta economica il cui valore si discosti, al ribasso, almeno di 10 punti percentuali rispetto alla media delle offerte economiche ammesse.

I would prefer to stay closer to the text, i.e. : alla bids whose value does not draw away from downwards at least 10 percentage points compared with the average financial bids admitted.
What do you think ?

This is the way I would say it.
Also, I normally would just put 10% lower instead of "percentage points".
