It's in reference to refugees who seek assistance at embassies or consulates (in this case, Japanese), and whether they get that assistance or are, for example, turned over to the local authorities and repatriated to their country of origin.

"Refugee protection"が適切な言葉のようですね。ただし、「身柄の保護」だけの狭義ではなくもっと広義に取れると思いますが!!
