WHY:

'Accept or decline' puts emphasis on the job poster's empowerment without being necessary to convey the same idea. 'Choose the right people,' 'select the appropriate professionals for the job,' whatever works.

Just please don't encourage the 'accept or decline' mindset. Just concentrate on the choosing instead. It really is about choosing anyway, not accepting or declining (or judging) individual professionals.

It may not seem reasonable necessary if you aren't a translator yourself, but take an opinion from the trenches: it really is difficult for translators to get some respect these days and auction-like job-posting/quoting mechanics make the challenge even harder. The psychological part of this could be offset by using vocabulary which respects translators a bit more. Attractiveness to job posters can still be achieved by stressing benefits, including control, in a way which doesn't encourage them to feel like the lord and master (e.g. one of the few employers in an undeveloped area where jobs are scarce) but more like a normal customer.

Accepting and declining is exactly what they're doing. Arguably, your suggestion of "choose the right candidates" is just as divisive - after all, who is the right candidate is a matter of opinion. It's not like the school sports day where everyone wins a prize.

They need one person for the job. Regarding the divisive potential of, 'the right candidate,' well, you could say, 'the right one for the job,' or, 'the ideal fit for you,' or something else like that.

My point is they're selecting their own vendor, not grading all vendors from top to bottom and giving them a pass or fail.

Plus, it just sounds the wrong way. Too much empowerment hides in that phrase.
