I can't find vindtippa in any dictionary

I imagine it might mean upend or stymy perhaps....

Of course that's a possibility but OCR errors tend to follow some sort of graphical "logic"

What I mean is that a "d" and a "g" are not normally confused as they both have a circle but one has a line going up while the other one has a line and tail going down.

OCR errors are more frequent with for example "rn" getting read as an "m" and other combinations where one cluster of letters is very similar visually to another cluster of letters

But who knows for sure? (not me)

Typo? Could it be a typo or poor OCR from a scanned document? "Vingklippa" would be right in the context, leading then to Michele's answer.

What is the context? Is the writer trying to be clever and punning on wind power getting the research funding? I suppose you could play safe with something like restrict. But as you can see, we don’t really have a clue…

It’s an odd expression. I suppose literally it might be supposed to mean “capsize”. I’m thinking something like “throw it under the bus” from the context.
