I'm not quite sure about the term "anknytningsperson" in this paragraph about immigration status restrictions:

"Försörjningskrav för familjeåterförening:

Den anhörige i Sverige måste kunna försörja både sig själv och sina anhöriga. Det gäller även för svenska medborgare. Försörjningskrav gäller dock inte om anknytningspersonen är barn."

Is "anknytningsperson" the person who is seeking improved immigration status (or for whom an improvement is being sought)?

Or, is it the person whose immigration status is being used to *support* giving improved status to a close relative (via family reunification rules)?
