El programa de prevención de COnsumo, es un programa de prevención en colegios para evitar el consumo indebido de alcohol, drogas y tabaco. Diversion Program no me suena mucho.

Explanation:
"Use" can't stand alone in English without "Alcohol, Drugs and Tobacco", unlike the Spanish "Consumo". If you want to avoid repetition, you can always translate the second half of the sentence as "to prevent inappropriate use of these substances" instead of repeating "alcohol, drugs and tobacco".
