Término o frase en español: a nivel inspectorial
I'm translating a document concerning charitable boys' and girls' clubs. The full sentence reads, "En el momento cuenta con más de 15 clubes juveniles en la sede central y más de 50 a nivel inspectorial". I'm puzzled at this use and meaning of "inspectorial". I believe this document comes from Colombia. Is "nivel inspectorial" some sort of political division in the country that I've never heard of? What else can it be? Can anyone help?

Explicación:
I share your immediate reaction, that "a nivel inspectorial" (particularly as opposed to "en la sede central") sounds like some sort of political or at least territorial division, by analogy with "a nivel nacional", "a nivel regional", "a nivel provincial", or whatever. I think this is correct.

"A nivel provincial" would mean "a nivel de la provincia", and I believe "a nivel inspectorial" means "a nivel de la inspectoría". What is an "inspectoría"?

Well, here I am sticking my neck out, but I am pretty confident that this refers to an inspectorate of the Salesians of Don Bosco or Society of St Francis de Sales:
http://en.wikipedia.org/wiki/Salesians_of_Don_Bosco

It would be very plausible, because the Salesians are very active in charitable youth clubs and activities, not least in Latin American countries like Colombia:
https://www.google.es/search?num=100&site=webhp&q="salesian ...

In the Salesian Society, an Inspectorate is a regional unit, like a province. I wouldn't use the word "province" or "provincial", because that is a political division, whereas the "inspectoría" is specifically an area subject to a Salesian "inspector":

"Salesian Inspectorate (in Italian Visitatoria salesiana,) is an administrative division of the Salesian Congregation. It is almost a Salesian Province, but it is directly managed from the General Headquarters in Rome."
http://bosco.wikia.com/wiki/Salesian_Inspectorates

"Term:    inspector
Definition: According to Don Bosco's own explanation: "The Pious Society was divided into inspectorates in compliance with Chapter 9, Article 17 of our Constitutions, which reads: 'If need arises, the Rector major, with the consent of the Superior Chapter, shall appoint Visitors, and shall delegate to them a certain amount of responsibility over a stated number of houses, whenever their distance and number may require it. Such Visitors or Inspectors shall act in place of the Rector Major...." 1874 approved Constitutions)."
http://www.sdb.org/pmwiki/pmwiki.php?n=Termbase.Inspector

"Para conocer qué es una Inspectoría Salesiana habría que empezar por conocer quiénes son los salesianos y quién fue Don Bosco.

La Inspectoría Salesiana de San José nace el 25 de septiembre de 1958, fruto de la división de la antigua Inspectoría Tarraconense en la Inspectoría de Valencia y la de Barcelona."
http://www.salesianos.edu/es/inspectoría/inspectoría

In Colombia there are Salesian Inspectorates:

"Para lograr su objetivo la Sociedad San Francisco de Sales (salesianos), de educar a jóvenes y preferencialmente a los que están en peligro y así cumplir con su visión y misión, la comunidad en Colombia se encuentra organizada administratrivamente, en dos provincias llamadas inspectorías de San Luis Beltrán (Medellín) y San Pedro Claver (Bogotá)."
http://repositorio.uis.edu.co/jspui/bitstream/123456789/9545... (p. 40; p. 53 of file).

If I am wrong and this has nothing to do with the Salesians, I still think "a nivel inspectorial" must have this meaning: "inspectorial", from "inspectoría", an inspectorate, an area under the jurisdiction of an inspector. Perhaps, it that case, it might refer to an inspectorate in the national education system.

The fact is that if you look for "a nivel inspectorial" as a phrase in Google, the results seem to be related to the Salesians. Like this, for example:

"me parece oportuno recordar algunos elementos a los que se debería prestar atención en el ámbito inspectorial y local, para una animación más eficaz de la Familia Salesiana. [...]
Será su tarea actuar como coordinador de las diversas iniciativas a nivel inspectorial. Mantener contactos, en nombre del Inspector, con los diversos Grupos, y cuidar que el trabajo de los Delegados y Asistentes a nivel inspectorial y local se desarrolle con diligencia y esmero en un continuo robustecimiento de cada Grupo."

It's a set phrase with the Salesians, it seems.

In some contexts, you could translate it as "at inspectorate level" (I wouldn't say "at inspectorial level"), but I don't think that would work well in your context.

Charles, you nailed it. This is, indeed, about the Salesians of Ciudad Don Bosco. Your research and thoughtful discussion were spectacular. Than you so much for your wonderful assistance!

Coincido  neilmac: Nice research. I'd go for "at inspectorate level", although I reckon an explanatory note is needed as this is rather recondite usage.

-> Thanks very much, Neil :) Maybe "at inspectorate level" would be OK after all. I agree about a note. Thanks for the comments!
