One on one Explanation: Probably a little more frequently used than "one to one". However I would actually suggest that "Do not assign multiple USB ports to a single COM port. Each COM port should only be assigned a single USB port." would be clearer in an instructional context. |

May I suggest a slight distinction: "one on one" applies more to human interaction network structuring (as often used on coaching, tutoring, admonishing, remonstrating, 'dressing down', etc...). In the context queried, have seen this ratio commonly expressed as "on a 1:1 basis", which simplifies the choice of preposition to be made! :-).
