This is at the end of an advertising slogan which describes the beauty of surfing in the ocean.

The context reads:

I assume it is using "volta" to describe the wave action, along with "pipe", which looks like it is related to the cylindrical waves formed at coral reefs. Is that correct?

Explanation:
Another possibility. I did grow up in and around the So. Cal. Pacific coast where American surfing was born.
I would translate this without being literal. Onda here is the ride and the pipe, if it is not referring specifically to Pipeline, is called the"tube" in surfing jargon. Being "in the tube" is fundamentally the highest point of any surfer's possibilities in big waves and also has the connotation of "being on top of the world."
