I think garment cover would be a good choice here since there apparently is no context and \"bag\" is more related to packing clothes for travel and cover would be more neutral.

My choice for garment is based on the fact that this again is more of a neutral term and could be applied to suits, dresses, gowns, etc. - they\'re all garments.

  -> not necessarily, like I said it's a generic term which includes suit and dress bags, but depending on the context 'suit' or 'dress' may not work all that well and clothes cover is just not a very common expression (more for the storage of clothes).
