Talking about new measures introduced to protect people from discrimination. Do they just mean somebody lacking sense (i.e. a bit thick)? How could that be considered to be the same as a physical or mental disability?

impairement of/impaired senses
Explanation:
I interpreted a "disability" conference 2 weeks ago and have therefore updated by pc vocab in this area:
The general rule is to say "people with impaired .... " ("impaired hearing" = Hörbehinderung, i.e. not deaf but hard of hearing)
"Menschen mit kognitiver Behinderung" = "people with cognitive impairment", "Menschen mit Mobilitätsbehinderung" = "people with mobility impairment", "sehbehindert" = "people with a visual impairment, visually impaired person", etc.

So in your case the sentence would read:

.. for people with physical, intellectual and mental disabilities and disorders, people with impaired senses, as well as their relatives. ...

Übrigens, just for the records, "Menschen mit besonderen Bedürfnissen" bzw. "people with special needs" gibt's nicht mehr, der Terminus wurde wieder abgeschafft, weil Menschen mit Behinderungen sagen, sie haben keine "besonderen" sondern nur ganz normale Bedürfnisse. Politisch korrekt sind das jetzt wieder "Menschen mit Behinderungen" bzw. "people with disabilities"

disabled people

Explanation:
Disability. General term used for a functional limitation that interferes with a person's ability, for example, to walk, lift, hear, or learn. It may refer to a physical, sensory, or mental condition.
I think this is just referring to generally disabled people, in other words the "Sinne" here are the five senses: touching, feeling, seeing, hearing, etc.

According to this website, the generic English term is "disabled" or "disability". The site looks quite useful, with lots of definitions. I would take a look.

Use as a descriptive noun or adjective, such as person living with AIDS, woman who is blind, or man with a disability. Impairment refers to loss or abnormality of an organ or body mechanism, which may result in disability.

Sensory impairment - sensorial impairments, sensorial disabilities, sensorial challenged people

Explanation:
Some examples:
Sensory impairment - indicates that
there is a loss of hearing or sight.

Among them we find a high proportion of people with sensorial, motor and mental disabilities.

The Social Disability Movement proved that the difficulties – or most of them – faced by people with disabilities are the outcome of the way society deals with the physical, intellectual, sensorial and multiple impairments and injuries of each individual.

I am a bit confused by Ian's comments. My first answer is sensory impairment (nb. not impairement) which is clearer than "impaired senses" which many people take as meaning "sense" rather than "the senses" and thus find it insulting. My links were to the European Commission Equal programme Web site - sorry if the link brought you to a list in English of German organisations, my mistake; the second link is to the Disabled Living Foundation who I think know what they are talking about!

disagree  Ian M-H (X): "sensorial challenged people" is simply not English, whatever people at "Zukunftswege Nordharz" (your link) might think. // The DLF booklet doesn't use the word "sensorial". Your "EU web site" link is to a German project.

-> My link was to the Disabled Living Foundation in UK not to Zukunftswege Nordharz so I have no idea what you are talking about!Sensorial challenged people does exist & is english.I do not like the PC use of "Challenged" - why I put sensory impairment first
