My problem here is with the synonymous nature of 'Regelung' and 'Steuerung' in this context, both of them translating as 'control', cf.

regelung actually should require feedback to then change parameters as required and can therefore be translated with regulation leaving steuerung as control

In general use, a distinction between Regelung and Steuerung is not made in English; it's both control - unless you get into the details (context!), which is where feedback comes in (See Bernd's comment.
