Encore faut-il d’outils incitatifs crédibles. À cet effet, [l'institut] se dotera de leviers d’action constitués en quatre fonds d’intervention.
1. Le fonds d’émergence: destiné à identifier et accompagner des initiatives très innovantes à leurs débuts en vue de disposer d’un potentiel transformant significatif à l’échelle de [l'Institut].

My only suggestion is along the lines of 'building up the institute's influence' but I know its not right.
