An Out-of-Market Sports Package is "a form of Pay Per View that broadcasts sporting events to areas who are unavailable to see them because the games are not broadcast in their local market."

A media market is "a region where the population can receive the same (or similar) television and radio station offerings, and may also include other types of media".

The key to the terms lies in the geographic concept - region.
