neutral  Chakib Roula: We use "congress" in Arabic but not the adjective.

  -> If we can use "congress", there is no problem in using adjective as it explicitly associate the district to US congress. In other cases, either you will need to use several words for explanation or that alternative will not convey exact meaning. Thanks
