The physician who handles a case is called "attending," in this case the attending OB. For example, take a look at this piece:

I would go for that term of Attending Obstetrician (OB), if the text say أخصائي أمراض النساء المشرف على الولادة
and I would have used Delivery Physician if the text says القائم بالتوليد /الطبيب القائم بعملية الولادة
for delivery doctor الطبيب القائم بالتوليد
but the certificate issued in the fifties and the text says simply the Birth suprvisor doctor or delivery wwas supervised by doctor : xxx which will be probably his name
