This has apparently been written by someone who doesn't quite know what he is talking about. What this most likely means is that funds deposited in accounts with foreign banks were subsequently transferred further to other accounts that belonged to offshore entities. This may be done over and over again until the money trail is hopefully lost or becomes increasingly difficult to follow. Generally, that's how you launder dirty money.
