I think "matrix" is too specific. This is simply a document or booklet recording periodic tests made on equipment.

I think this in reality a table of required tests that must be carried out on working equipment before they can be used for testing or maintenance something (in this case escalators).
Usually Kataster means a land registry - perhaps giving a checklist or matrix this prefix makes it sound more official?
