Cette réflexion se fera en collaboration avec l’équipe de direction afin d‘intégrer les fonctions sous la responsabilité de X et Y avec les besoins de nos clients.
X and Y are senior executives.

My feeling is that these "fonctions" are "duties" or "responsibilities"; how then could they be integrated with the needs of the clients?
Could "fonction" in fact refer to a department rather than what the department does?
(This is North American French.)
Any help much appreciated.
