I suspect this may actually be the moments in the longitudinal and transverse frames respectively, rather than longitudinal and transverse moments in the frames, but it probably boils down to the same thing, depending on whether you regard your "cadre" as simply a portal frame or as two portal frames joined by what amounts to portal frames in a perpendicular direction.
Whatever ... "longitudinal/transverse frame moment" says it (but does not appear to be Google-said, which is a worry).
