With the Waffen SS the Norwegian Legion fights the enemy...Communism!
You entered this question under German to English and I changed it for you. I don't know Norwegian, but this is what I found.
"Med Waffen SS of den Norske Legion mot den felles Fiende...Bolssjevismen!" With the Waffen SS the Norwegian Legion fights the enemy...Communism!" (07) With the invasion of Finnland by the Soviets Norwegians felt that the Swedes and Norway could be next. Sharing a northern boarder with the Reds did not bode well. As the Germans seemed to be the only European power that was ready to stand up to the Russians, many felt this was the way to go. The threat of Communist expansion was not something started after World War II (which became the cold war for nearly 50 years) Western Europeans fought a stand up, hot war to keep their cultures free. Today we can see what became of the workers' revolution and where the 50 years of "progress" left Eastern Europe. 17 x 12 inches.
"Felles Front Mot Bolsjevismen!" (04) United Front Fights Communism! Poster shows the first pan European Defense Organization to stand against the Communist Block. Before NATO there was the Waffen SS!

With Waffen SS and the Norwegian Legion against the common enemy - Bolshevism
The sentence is incorrect and it is not nynorsk, but probably riksmål ... However, some sort of collaboration is indicated which involves Waffen SS and the Norwegian Legion. The way the sentence is constructed, a recruitment poster seems likely.
