What I really want to know is - What does "special" mean in the Venezuelan tax system? I don't think "special taxpayer" makes much sense in English.

I think we need more context in order to help you better, but anyway in Venezuela "contribuyente especial" is a person o any bussiness entity who generates invoices up to certain amount so that is supposed to pay a higher amount in taxes, and is governed by special regulations. in other words could be" large scale taxpayers ". In this case department is better that management because is a public entity.

The term "Contribuyentes Especiales" has been translated by a Venezuelan tax attorney and a large Venezuelan law firm as "Special Taxpayers."
