I guess either they mean "the apostilled original document AND (as a separate thing)three photographs".
OR... as you say it could quite possibly be a mistake.
A good case for checking with the author, I'd say.

: If in doubt, add a Translator's Note indicating: Source document says "photographs".

: Could it be three photographs of the candidate, not the document? Which they will then attach to photocopies they make of the apostillated original?

I went through this process years ago.....it don't make snese to have 3 photos...photos accompany applications...not documents that have already been issued
