Source text - English Brazil: More Universities Make Transition to Standardized Government Entrance Exam
This coming weekend more than 4.5 million Brazilian students will take their university entrance exam. It is a rite of passage that is changing thanks to government efforts to streamline and standardize a once-disparate process. The government's goal is to reduce costs for universities and students and expand access to the country's publicly financed, and best, universities. But the reputation of the National High School Examination, known by its Portuguese language acronym Enem, was marred last year by a scandal involving a stolen copy of the exam, and the incident made a few university administrators wary of adopting it. At the State University of Campinas, "we'd been speaking about changing our system and using the Enem for a while," says Renato Pedrosa, the coordinator of the Group for Studies in Higher Education at the university's Center for Advanced Studies. "But some people said, Let's wait and see how it goes first. And then when that happened people said, Well, look ..." Until last year, most of the country's publicly financed universities formulated and held their own entrance exams, known as vestibulares. But now, almost all of them are using, either wholly or in part, the government's exam. The standardized test was first held in 1998 and was designed to rate the performance of both students and high schools. It was revamped two years ago to make it more relevant to the high school curriculum and to make it easier to compare school and student performance on a year-to-year basis, according to the National Institute for Educational Studies and Research. known as Inep, the government body responsible for all nationwide testing.
Drawing More Applicants
The new Enem is touted as bringing benefits to both students and universities. It has more questions than the vestibulares, and is thus a better measure of learning, officials say. It enables institutions and students to save money, and it helps universities fill places. It also gives students more options because they no longer have to choose where to go if two or more of their preferred colleges hold their entrance exams on the same day. "With an entrance exam taken at a university, I had a reduced number of applicants because of costs and geography," says Fernanda de Souza Monteiro, Inep's director of basic-education evaluation. "There were some universities that had 20,000 applicants, and now they have almost five million. The diversity and quality of the selection has gone up considerably, and that is very attractive to universities." Traditionally, the vestibular exams at most public universities are organized by the university itself and take place in two stages over a number of weeks. The first stage comprises a multiple-choice exam and is followed by a short written comprehension test. The top-scoring students are then selected for a second phase a few weeks later that is more specific to their desired area of study. Medical students, for example, will have to answer discursive questions on biology. Successful applicants are chosen for their results over both tests.

O objetivo do governo é reduzir os custos para as universidades e estudantes e expandir o acesso às melhores universidades públicas do país. Mas a reputação do Exame Nacional do Ensino Médio, conhecido como Enem, foi marcado, no ano passado, por um escândalo envolvendo uma cópia roubada do exame, e o incidente fez com que alguns administradores temessem em adotá-lo. “Temos falado sobre mudar nosso sistema e usar o Enem por um tempo, mas algumas pessoas sugeriram esperar e ver primeiro como as coisas seriam. Então, quando aconteceu a fraude, disseram: - veja bem...”, informou Renato Pedrosa, coordenador do Grupo de Estudos e Pesquisas em Educação Superior no Centro de Estudos Avançados da Universidade Estadual de Campinas (UNICAMP). Até o ano passado, a maior parte das universidades públicas elaboraram e aplicaram os seus próprios exames de admissão, conhecidos como vestibulares. Mas, agora, quase todas estão usando, totalmente ou em parte, o exame do governo. O teste padronizado foi aplicado pela primeira vez em 1998 e foi desenvolvido para avaliar o desempenho tanto de alunos quanto de escolas de ensino médio. O exame foi reformulado dois anos atrás para torná-lo mais relevante para o currículo de ensino médio e tornar mais fácil a comparação entre o desempenho da escola e do aluno anualmente, de acordo com o Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira, conhecido como Inep, o órgão do governo responsável por todos os testes em nível nacional.
Atraindo Mais Candidatos
O novo Enem é valorizado por trazer benefícios tanto para os estudantes quanto para as universidades. O exame contém mais questões que os vestibulares e é, portanto, uma melhor forma de avaliar a aprendizagem, dizem as autoridades. Permite que instituições e estudantes economizem dinheiro, e isso auxilia universidades a preencher vagas. Também oferece mais opções aos alunos, pois eles não precisam mais escolher uma instituição apenas, se duas ou mais das suas faculdades preferidas aplicarem o exame de admissão no mesmo dia. “Com o exame de admissão realizado em uma universidade, tivemos um número reduzido de candidatos por conta de custos e localização”, diz Fernanda de Souza Monteiro, diretora do Sistema de Avaliação da Educação Básica do Inep. “Algumas universidades tiveram 20.000 candidatos, e, agora, possuem quase cinco milhões. A diversidade e qualidade da seleção aumentaram consideravelmente, e isto é muito atrativo para as universidades”. Tradicionalmente, os exames vestibulares na maioria das universidades públicas são organizados pela própria universidade e acontecem em duas fases ao longo de várias semanas. A primeira fase engloba uma prova de múltipla escolha e é seguida por um curto teste escrito de compreensão. Os alunos com a melhor pontuação são, então, selecionados para uma segunda fase, algumas semanas depois, que é mais específica para a área de estudo desejada. Estudantes de medicina, por exemplo, terão que responder questões discursivas de biologia. Os candidatos aprovados são escolhidos pelos resultados obtidos nos dois testes.
