Source text - Czech 1. ANALÝZA EKONOMICKÉ A SOCIÁLNÍ SITUACE V ČESKÉ REPUBLICE V OBLASTI ROZVOJE LIDSKÝCH ZDROJŮ
1.1. Celospolečenský a ekonomický kontext
Tato analýza sociální a ekonomické situace v České republice je základním předpokladem pro určení strategie pro intervence z Evropského sociálního fondu v oblasti zaměstnanosti, vzdělávání a lidských zdrojů v programovém období 2007- 2013. Tato kapitola podává komplexní a stručný přehled těchto charakteristik, a to jak v souladu s Národním programem reforem ČR 2005-2008, tak v souladu se Strategickými obecnými zásadami Společenství, Národním rozvojovým plánem ČR na léta 2007-2013, Národním strategickým referenčním rámcem 2007-2013 a dalšími národními analýzami. Analýzy poukazují na některé problémy, se kterými se trh práce potýká. Intervence ESF by se měly na dané oblasti zaměřit, jinak hrozí nebezpečí, že se tyto problémy stanou brzdou ekonomické výkonnosti, konkurenceschopnosti a zdrojem sociálních problémů.
Převážná část analýzy je strukturována podle priorit Evropského sociálního fondu v období 2007-2013 a koresponduje tak se strukturou specifických cílů OP LZZ a jeho prioritních os.
1.1.1. HDP a produktivita práce
Česká ekonomika prošla od počátku devadesátých let procesem transformace, který výrazně ovlivňoval tvorbu hrubého domácího produktu. Zahájení transformace bylo doprovázeno výrazným poklesem HDP v roce 1990 o 11,6 %, přičemž průměrný pokles růstu HDP za období 1991 až 1995 činil podle údajů Evropské komise 1 %. Obnovení růstu HDP nastalo v roce 1993, tento růst však byl založen na neudržitelném zvyšování domácí poptávky s následným růstem deficitu zahraničního obchodu, což vedlo k ekonomické recesi a měnové krizi v letech 1997 a 1998. Na růstovou trajektorii se české hospodářství vrátilo teprve v roce 1999. Od tohoto roku vykazuje proces ekonomické konvergence České republiky k průměru EU-15 setrvalou tendenci. V roce 1999 dosáhl HDP na obyvatele v paritě kupní síly 59 % průměru EU 15, v roce 2004 již 65 % a v roce 2005 bylo dosaženo úrovně 73 % EU 25. Tabulka 1 ukazuje vývoj HDP v ČR a EU 25.
Translation - English THE ANALYSIS OF ECONOMIC AND SOCIAL SITUATION OF HUMAN RESOURCES DEVELOPMENT IN THE CZECH REPUBLIC
1.1. Economic and Social-wide Context
The analysis of the social and economic situation in the Czech Republic constitutes a prerequisite for determination of the strategy for intervention from the European Social Fund in the fields of employment, education and human resources for the 2007-2013 programming period. This chapter provides a complex and brief overview of the above mentioned characteristics in accordance with the National Reform Programme of the Czech Republic for 2005-2008 as well as with the Community Strategic Guidelines, National Development Plan of the Czech Republic for 2007-2013, National Strategic Reference Framework for 2007-2013 and other national analyses. The analyses refer to some problems the labour market is confronted with. ESF interventions should focus on the stated fields, otherwise there is a risk that these problems can hinder the economic performance, competitive ability and can cause social problems.
The major part of the analysis is structured according to ESF priorities for the 2007-2013 period and corresponds with the structure of specific goals of the Operational Programme “Human Resources and Employment” and its priority axes.
1.1.1. GDP and Labour Productivity
Since the beginning of 1990s the Czech Republic has undergone the process of transformation, which significantly affected the GDP formation. The commencement of transformation was attended by a distinct GDP drop in 1990 by 11,6%, while the average drop in GDP growth between 1991-1995 reached 1% according to the European Commission. The GDP growth was restored in 1993, this growth was, however, based on the unsustainable increase of the domestic demand with the subsequent growth of external trade deficit, which led to the economic recession and monetary crisis in 1997 and 1998. It was only in 1999 when the Czech economy restored to its growth. Since this year the process of economic convergence of the Czech Republic has been remaining on a steady path reaching the EU15 average. In 1999 the GDP reached 59% of the EU15 average per capita in purchasing power standard, while in 2004 it already reached 65% and in 2005 the level of 73% of EU25 was reached. Table 1 shows the development in GDP in the CR and EU25.
