Informasi dan pengetahuan dari sumber eksternal juga perlu secara sistematis dikumpulkan, dipelajari, dan dimanfaatkan. Dibutuhkan pula upaya terencana untuk menggali pengetahuan di tingkat lokal dan merekam pembelajaran dari bencana agar kebijakan penanggulangan semakin merepresentasikan kebutuhan riil masyarakat. Kelompok rentan perlu dibantu untuk mengetahui tentang (know about), mengetahui apa (know what), mengetahui bagaimana (know how), hingga mengetahui mengapa (know why) terkait potensi bencana di lingkungan mereka.
Translation - English X itself has been trying to build a mechanism and culture that support information and knowledge management both intra- and inter-organization. There is awareness that the involved parties need to share information to each other to promote the synergy of programs. Information and knowledge from external sources also needs to be systematically collected, studied, and used. There is also a demand for planned efforts to search for knowledge at local level and to record learning from disasters in order to make mitigation policies more fitting to people’s real needs. It is important that susceptible groups get the necessary help to know about, know what, know how, and know why, with regards to disasters in their environment.
