ich würde sogar das "y" ignorieren und sagen ..." sich aktiv daran beteiligen, prioritäre Themen wie "...... in den Mittelpunkt zu rücken oder zum Brennpunkt zu machen"

agree  Sebastian Viebahn: ja, finde ich auch, die Umformung ist hier die einzige vernünfigte Lösung, ggf. noch "welche der anzugehenden Gesetzgebungsfragen" schreiben statt "welche der zu ansprechenden gesetzlichen Themen"
