この時期 refers to the 1980s.

This is a document on social and government policy (tax reform, pension reform, laws such as maternity leave and childcare allowance,etc.) in the 1960s, 1970s and 1980s and how these policies affected womens's issues in postwar Japan.

This sentence is refering to Japan moving toward a western style welfare state where the state (government) provides childcare support to assist the family to care for the child (the family is the primary holder of responsibility, not the state)

どちらかというと推測に近いのですが、「社会的扶養」は扶養の制度、つまり社会的制度を確立するという意味ではないでしょうか?

This sentence feels awkward to me, but I think what they're saying is that the commision was emphasing the importance of the aging population's [political] support for social programs that benefit youth.
