By way of deduction, I reckon:
accogliere un ricorso, to uphold an appeal;
ragione: cause - reason
No idea if there is a legal speak way of saying that, sorry.

Comment: "thanks for your suggestion of just cause. i'll have to stick with "...the granting of the appeal" instead of "uphold" which means "maintain" and not "accept"."

"per quanto" limits what comes before ("accoglimento")
