I think they're saying that when checking the circuit, there can be three tested breakers put back in, or a 'zero' breaker - which conducts no electricity. This type of breaker is called a 'dummy circuit breaker.'

The dummy circuit breaker differs from a circuit breaker in that the dummy circuit breaker has no switching capability.
