In this case is a legal contract (building field)The phrase says: edificio industriale, struttura prefabricata, "FINITA ACQUE A TERRA", completa di fondazioni e relativi scavi, coibentazioni, ecc ecc. Nothing to do with a marine expression, I guess.

"acque a terra" is a marine expression meaning the offloading of (seawater) ballast. What does "finita" agree with in the sentence please?
