C just means accounts. borrowings because debiti is money owed. Really need to know whose accounts these are and have more context

It can be translated as long/short term loan

Dues to Parent Companies
it really depends where it stands in the balance sheet.
However, usually in an italian balance sheet Debiti is in the right side and means money due . debiti v/fornitori debiti v/banche ecc..
so if this item is placed there, it is money due to..
conversely, if it were money due from the parent company you would probably have
crediti vs/controllanti and it would be dues from parent company
and you would find this item on the left side of the balance sheet
