This is more of a general question:

I'm working on a document that discusses employers' obligations to obtain various permits when employing foreign workers and related beneficial strategies and considerations. Reference is made to the Austrian Ueberlassungsgesetz. Would anyone know how best to officially translate this? I also would appreciate finding out whether "Arbeitsueberlassung" only refers to the provision of *temporary* employees.

Yes. Temp. secondment/ detailing/ detachment etc. etc. of 'loan workers/ labourers'.

There is a line of Eng. court cases in tort/ employment law about who is the workers' true employer - the orig. lender/agency or the temp. borrower. So calling hem 'employees' may well be begging the question.
