hard coal mining at a constant level Explanation: "Sockelbergbau" (Sockel = level) is a term coined in the recent German political discussion as to whether subsidizing should keep hard coal mining alive at a certain level or if politics should decide on tapering off production ("Auslaufbergbau": Auslauf = tapering off).
