The idea is that certain curves should be steeper in this range in which there are low steering rack forces. I'm just not sure what the range is. "An-" may indicate a "start" or "initial", but that's not at all certain.

Ein steilerer Anstieg der Basislenkmomentkennlinien is notwendig für ein gutes Lenkgefühl im Anlenkbereich, also für kleine Zahnstangenkräfte.

I know, bit long-winded, but there are no real satisfactory translations for it (same like Ansteuerung ['approach' for some is satisfactory]), but not in your case. The 'Bereich' here is implicit.
