"To this end, a simple bubble formulation in the draft BAT Conclusions, leaving implementation details to Member States while taking national and site-specific circumstances into account, is the only workable approach. It should solely be based on the two key principles consensually supported by the IED Article 13 Forum on 20 September:
1) the resulting emissions are equal to or lower than emissions based on unit-level control, and

2) it will lead to an over-performance compared to an aggregation of the upper ends of the BAT associated emission levels
These principles ensure that the requirements of the Industrial Emissions Directive to apply BAT are fully met. Member States will have to demonstrate this to the Commission."
